HMA paving should not be done in the rain or other adverse weather conditions. Typically, contractors watch the weather closely and pick a time at which they make a final determination as to whether or not paving will occur that night. Typically, this final determination is several hours in advance of the planned closure and is made using the best weather information possible. Airports, and especially large airports, have superior weather prediction abilities (far beyond general trends) and should be used when making paving decisions. Often airport weather stations are able to accurately track storms and rain squalls and predict arrival times to the nearest several minutes.
