Off Peak Construction
When closure of an airport pavement would create significant adverse impacts, consideration should be given to offpeak construction. “Offpeak” refers to periods of low airport activity, which usually means nighttime hours between 9:00 p.m. and 7:00 a.m. Although other times may also be considered “offpeak” such as weekends and particular times of year (such as winter for a summer resort area) this section primarily addresses nighttime offpeak construction (See Image).
In general, offpeak construction should follow the best practices in this manual subject to the additional considerations. Therefore, this section focuses on these additional considerations and does not cover standard construction best practices that are addressed elsewhere in this manual. Offpeak construction is warranted in situations where the closure of a specific airport pavement will cause significant adverse impacts that can be lessened if the construction time is scheduled for a particular time of day, week or season. Most often, this results in nighttime construction with the requirement that the pavement be ready for aircraft operations the following morning. This typically results in tight time schedules, higher construction costs, penalties for late opening, efficient coordination of construction phases and equipment, and modified construction practices.
